The United States Naval Community College (USNCC) Consortium is an educational association created by private and public higher education institutions that offer regionally accredited undergraduate and/or graduate degree programs.

The USNCC Consortium increases educational opportunities and readiness for enlisted Sailors, Marines, and Coast Guardsmen by providing naval-relevant curriculum asynchronously, online, through a consortium of select civilian colleges and universities.

The purpose of the USNCC Consortium is to establish a program for the enrollment of students to provide operationally relevant education across the maritime forces that is readily accessible, low cost, scalable, and fully transferable to four-year academic institutions of higher education.

The USNCC Consortium Agreement clearly defines roles and responsibilities (home and host institution), credit acceptance (transfer of credits), assessment and oversight, faculty requirements, admissions, etc. in addition to outlining which institution will be the degree granting institution. Note that prior to USNCC achieving accreditation (Pre-Candidacy status), the partner institution will be the degree granting institution. Upon achieving Post-Candidacy (accreditation) status the USNCC will become the primary associate degree grantor for participating USNCC students and Partner Institutions will continue to grant degrees for Professional Certificates in the designated concentration areas.
