PURPOSE
The Education for Seapower Advisory Board
(“E4SAB”), under the provisions of the
Federal Advisory Committee Act (FACA) of 1972
, as amended, shall provide the Secretary of Defense and Deputy Secretary of Defense, through the Secretary of the Navy, independent advice on matters relating to the Naval Postgraduate School (NPS), the Naval War College (NWC), and the Naval Community College (NCC). These matters include, but are not limited to organizational management, curricula and methods of instruction, facilities, issues of accreditation, and other aspects of the organization and management of the NPS, the NWC, and NCC. The Secretary of the Navy or designated representative, on behalf of the Secretary of Defense, may act upon the E4SAB's advice and recommendations.
COMMITTEE MEMBERSHIP
The E4SAB shall be composed of not more than fifteen members, who are eminent authorities in the field of academia, business, national defense and security, management, leadership, and research and analysis. All E4SAB members are appointed by the Secretary of Defense, and are appointed to provide advice on behalf of the government on the basis of their best judgment without representing any particular point of view and in a manner that is free from conflict of interest. Those members who are not full-time or permanent part-time federal employees shall be appointed as experts and consultants under the authority of 5 U.S.C. § 3109, and these individuals shall serve as special government employees.
MEETINGS
The E4SAB shall meet at the call of the E4SAB’s DFO, in consultation with the Secretary of the Navy and the Chair. The estimated number of E4SAB meetings is two per year. Meeting minutes, reports, or other documents pertaining to Board meetings may be accessed at the GSA FACA Database (

SUBCOMMITTEES
By Department of Defense approval, the E4SAB is authorized three permanent subcommittees ("the Subcommittees").
The Education for Seapower Advisory Board Naval Postgraduate School Subcommittee ("NPS Subcommittee") shall focus on matters concerning the Naval Postgraduate School and be comprised of no more than 10 members. The NPS subcommittee shall meet a minimum of twice annually.
The Education for Seapower Advisory Board Naval War College Subcommittee ("NWC Subcommittee") shall focus on matters concerning the Naval War College and be comprised of no more than 10 members. The NWC subcommittee shall meet a minimum of twice annually.
The
Education for Seapower Advisory Board Naval Community College Subcommittee
("NCC Subcommittee") shall focus on matters concerning the Naval Community College and be comprised of no more than 10 members. The NCC subcommittee shall meet a minimum of twice annually.
PUBLIC INQUIRY & FEEDBACK
Any member of the public wishing to provide input to the E4SAB or the Subcommittees should submit a written statement in accordance with 41 CFR § 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Written statements regarding the Board can be submitted to the Designated Federal Officer at the address detailed below at any time. Statements being submitted in response to a meeting agenda mentioned in a Federal Register Notice must be received by the Designated Federal Officer at the address listed below at least five calendar days prior to the meeting date. The Designated Federal Officer will review all timely submissions with the Board Chairperson and ensure they are provided to members of the E4SAB before the meeting date. Additionally, any member of the public wishing to attend a meeting should contact the Designated Federal Officer listed below at least five calendar days prior to the meeting for information on base entry passes.
